Iwaki, a small coal mining town in Fukushima prefecture in 1965, is now facing the great impact of the change of the times. Petroleum energy has gradually become the mainstream, while coal resources have gradually withdrawn from the historical stage. The people of Pancheng, who have been digging coal for generations, began to feel the hardship of life. The coal mines in the town were closed one after another, and unemployment was increasing. In order to reinvigorate the town, a plan to build a "Hawaiian Entertainment Center" was soon announced. Jimiko, a female high school student who has lived here for generations, heard the news that the entertainment center was looking for a hula dancer, and came together with her friends to apply for the job. However, the exposed clothes scared off many conservative and simple girls, and in the end, only Kimiko, Zaomiao, Chuzi and Sayuri remained. Under the guidance of Hirayama Yuka (Matsuki Taiko), a dance teacher from Tokyo, these girls without any foundation withstood the pressure from all sides and studied hard to become excellent hula girls as soon as possible.
