Kim Myung-hee, an agent of North Korea's eighth Special Force, has assassinated a number of dignitaries since sneaking into South Korea in 1993. Her actions attracted the attention of South Korean secret service agencies, and sent agents Choi Sang-hwan (Han Shikui) and Li Zhengxi (Song Kanghao) to investigate her whereabouts, but she disappeared. In 1998, Kim Myung-ji appeared again. She asked Lin Guangchao, a black market arms dealer, to help find a new weapon, liquid bomb CTX. Lin bribed Jin Zongshu, a researcher at the Research Institute of the Ministry of National Defense, to steal it for him, but failed. After the matter was exposed, the two were successively killed by Kim Myung-hee. Because of Kim Myung-hee's failure, North Korea sent a team of agents led by Pu Wankun (Choi Min-sik) to sabotage the upcoming friendly football match between the two countries while the South Korean army was transporting CTX to an arms exhibition. All this made Choi Sang-hwan, Li Zhengxi and their boss, Minister Gao, very upset. They found that Kim Myung-hee could always find the target ahead of them and sabotage their actions. Kim Myung-hee was by their side, perhaps the closest and most defenseless person.
