Democratic President Andrew (Michael Douglas Michael Douglas) is preparing to run for re-election. He is preparing to enact a crime control bill. Once the bill is passed, Andrew's re-election is certain. The French president and his wife came to the District of Columbia for a diplomatic visit. Andrew's cousin, who was going to accompany him, was sick and could not make the trip, so Andrew thought of Sydney (Annette Benin Annette Bening), an environmental volunteer who had asked for him, and the two exchanged conditions and decided to attend the state dinner together. To Andrew's surprise, he was so attracted by Sydney's careless personality that he couldn't help falling in love, and their affair was unexpectedly vilified by Andrew's competitor Bob (Richard Dreyfuss Richard Dreyfuss).
