After the Gulf War, the United States was attacked by an explosion of Hubal buildings during a watch operation in the south of Iraq in 1992, and the US military kidnapped the leader of the suspected organization to the United States for secret investigation. FBI agent Anthony Hubbard (Denzel Washington Denzel Washington) and Arabic partner Frank (Tony Shalhoub TonyShalhoub) are responsible for investigating the mysterious "release" message received during the New York bus suicide bomb attack. CIA agent Elise (Annette Benin Annette Bening) insists that Samir (Sami Boagira Sami Bouajila), an Arab who applies for a student visa to enter the United States as a terrorist, is an important informant, but refuses to disclose other information. With the escalation of the terrorist attacks, General William Devereux (Bruce Willis Bruce Willis) is stationed in New York in the name of the president to exercise military control in Brooklyn, putting all young Arabs in prison pending trial. The military's trampling on human rights and democracy aroused strong resentment among New Yorkers, and demonstrations and the threat of the next wave of terrorism let everyone in.
