On a calm day, the fleet of the Japanese Maritime self-Defense Force held a joint exercise as usual, but the Ji Feng, which was equipped with the latest defense system, was abnormal. First, ordinary sailors and captains were killed, and then they learned that Longhua, a Japanese special agent instructor of a certain country, secretly boarded the ship with a powerful bomb GUSOH, chasing the hijacked Ji Feng and attacking Tokyo. Under the orders of Deputy Captain Hiroshi Miyazu (Satoshi Miyazu) and Guiichi Nakai (Guichi Nakai), the crew escaped in lifeboats one after another, but did not realize that the real identity of Goukou was Longhua, and Miyazu was his close comrade-in-arms. They advanced at full speed to the capital circle and made three demands to the Japanese government. At the same time, the former Wu Changxian Hengshi (Hiroshi Mada), who served on the Ji Feng, sneaked back to the ship to deal with this group of terrorists on his own.
