Seven years ago, a fatal poisoning occurred at the Japanese consulate in the UK, and the only survivor was robbed by an international criminal organization. For political reasons, the Japanese government decided to hide the matter. Seven years later, Mark Liu, a former director of the International Criminal Intelligence Bureau, came to Japan to track down the raven, the leader of the criminal organization. Tokyo Police Department sent special agents Sugita Youjing and Guancheng Gan to assist. However, the first police informant was soon killed by a mysterious man dressed in black. Soon after, criminal organizations hacked into the official website of the Ministry of Foreign Affairs and released a video showing the survivor, Luze Yingrika, who disappeared seven years ago. The organization asked the Japanese government for 900 million yen and threatened that if they did not comply, millions of people would witness the destruction of Japan.
