In Showa 21, the demobilized soldier Hiroshi Neng Changzo (Kanahara Wenta) was arrested in a gang fight in a busy city, and met Ruosan Kuan, a young cadre of the Tuju group (played by Tatsuo Meigong) in prison, and became a brother. After Shanshou group leader Yoshio Yoshio (Jin Zi Xinxiong is acted the role of) bail, Guangneng gets out of prison and pays homage to his door, becoming a capable general of the mountain guard. As the election of city councillors began, there was tension between the Shanshou group and the local groups of rival gangs, and shootings and harassment continued between the two factions. In the end, the war between the two factions ended with Guangneng successfully shooting the leader of the Tuju group (Minghe Hong). Guangneng went back to prison, and Ruoshan was shot and killed in retaliation against the Shanshou group. During Guang Neng's sentence, Teiya Sakai (Matsufang Hiroshu), a young cadre of the Yoshio Yamasuki group, grew in strength and threatened Yoshio Yoshio's position. After Shan Shou was released from prison, Guangneng assassinated Sakai, which further intensified the contradiction between the two, and Guangneng could see through the nature of the so-called gangs' benevolence and righteousness in a series of events.
