New York agent Nick (Michael Douglas Michael Douglas) is a recalcitrant divorced man who has recently been investigated by the discipline department on suspicion of dereliction of duty. One day Nick and his partner Vincent (Andy Garcia Andy Garcia) come across a fire inside a Japanese gang in a restaurant. Although the two men capture the main culprit Sato (Yuzuo Matsuda), the mysterious piece snatched by Sato is missing. Japan asked to extradite Sato, Nick and Vincent had to escort Sato to Osaka, unexpectedly at the airport, Nick mistakenly handed Sato to the gang members in disguise. Unwilling to lose the criminal Nick and Vincent as observers, with the assistance of Japanese assistant and interpreter Masahiro Matsumoto (Takakura Ken) to continue to investigate the Sato case, they found that Sato is fighting with the big boss Kanai in order to make counterfeit banknotes.
