In the small town of Copenico during the reign of King William II of Germany, a man named Fockett was jailed for altering and stealing passports in order to make a living abroad. After getting out of prison, he had to take risks in order to find a job, pretending to be a captain and leading soldiers to surround the city government, and kidnapped mayor officials in the hope of getting a passport, but his hopes were dashed and went to prison again. When he came out of prison, he became known as Captain Kopenick.
