Bob (Joe Mantegna), a murder police officer, and his partner, Sullivan, take over the rough mess of the FBI and are ordered to search for black suspect Sims. While the two men were driving to investigate, they came across a pair of new police officers trapped in the grocery store murder. Bob offered assistance, but was assigned by the local sheriff to take charge of the case. Bob had to disobey orders and start shuttling back and forth between the two murders. The grocery store owner who was killed was an old Jewish woman whose son and granddaughter were harassed by unidentified gunmen. Bob picked up traces of neo-Nazi activities at the scene. Everyone in the city seems to be sensitive to identity. Bob's work is constantly hampered by complaints and legends from blacks and Jews. Bob gradually entered the world of Zionist organizations in the past and awakened his recognition of his Jewish identity, but what he got was an unpredictable chaos.
