The story takes place in June 1964, when a vehicle carrying three civil rights activists was hijacked by the Ku Klux Klan. Rupert (Gene Hackman Gene Hackman) and Allen (William Defoe Willem Dafoe) are two groups of FBI agents assigned to investigate this terrible incident, but when they arrive in the town to start the investigation, they find that their work has encountered many difficulties, and no one wants to believe them, let alone provide valuable clues. Pierre (Brad Dorif Brad Dourif) is the deputy mayor of the town and a staunch member of the Ku Klux Klan who often beats his weak and gentle wife (Francis McDormond Frances McDormand) with a violent and evil personality. Rupert sympathized with what happened to Pierre's wife, and with the passage of time, Pierre's wife gradually developed feelings for Rupert, which made Rupert and Allen see the breakthrough in the case.
