In Belgrade, Yugoslavia, in 1979, when Yugoslav President Tito was dealing with international issues in Cuba, a mysterious "ghost" occupied Belgrade. Every night, the ghost uses a stolen white Porsche to show off his driving skills on the city streets. Through the radio, the Ghost openly challenged the police. More than ten thousand people supported their heroes on the streets. The police were forced into a game designed by the Phantom. The "ghost" has become a threat to the government. The game has gradually evolved into a political scandal as well as a legend remembered by history.
