Shackley was an upright police officer, but he was never appreciated by his superiors. it was not until he was nearing retirement that he took over a major case from the new director and asked him to go to another city to bring Molly, an important witness in a drug case, to Phoenix to testify in court. When he was about to return to Phoenix, he was chased by the police and gangsters one after another, and all the signs made them understand that it was the police in Phoenix who colluded with the crime gang. To kill them, the upright police officer was enraged and went back to Phoenix for revenge with Molly. They deliberately informed the enemy of the route.
