In the hedonistic modern society, drugs have become a headache for the American government. In order to deal with the growing drug crime and trafficking, the president of the United States launched a plan to fight against drugs. The upright Justice of the Ohio Supreme Court Robert Lewis (Mike Douglas) was transferred to become an official of the National Drug Policy Administration. He not only has to face the attack and courting of various interest groups, but also to deal with drug erosion from within the family.
