As 31 December 1999 and 2000 approach, the world security system is on the brink of total collapse. The US government, known as the 2000 panic, took precautions by backing up top secret files on two drives. From Treasury records to military plans, these drives should be protected by the Central Intelligence Agency, the National Security Agency and the president, and the loss of these documents could wreak havoc on US national security. Ten years later, a small-town policeman (played by Douglas Rouillard) investigates a series of murders, discovers that the victims are all soldiers who were imprisoned in that year from a prison, and quickly learns that behind the murder is a plot by the US government to imprison and kill the soldiers involved in the storage of state secret documents. Then one of the drives is missing. The question is, who took it and why? As the death toll increased, he turned to his brother to discover the truth and reveal the truth.
