The story takes place in Japan in the autumn of 1940. In order to strengthen cultural supervision during the war, the government set up a drama censorship section in the police station. Xiangzaka, a censor who has just been transferred from the puppet Manchukuo in northeast China, is an unsmiling and unreasonable iron judge who holds the power of life and death in the play. Toshiichi Inagaki (Goro Inagaki), a comedy writer from Xiaozhi University Theatre Troupe, brings his script to the investigation room in Xiangzaka, and a funny seesaw battle for the promotion of comedy plays begins. The story took place in seven days, and every day the malicious difficulties to Sakaka escalated layer by layer, and unreasonable demands were thrown one by one to the screenwriter Chun, who created an unprecedented comedy script while trying to deal with it. Even Xiangzaka, who always hated comedy and hoped that comedy would disappear from the earth, lost his original intention and gradually reveled in Junyi's funny story. He even helped Chun Yi revise the script, so that the funny degree of the script reached another peak. However, their political positions decided that they finally went against each other and played a trump card to Sakaka Junichi, whether Junyi could accomplish this impossible task. This film won the Japan Film Academy Award in 2005.
