It provides an one-stop service for crime and punishment, which seems to solve all problems. This is no ordinary court, and although a judge can still put a prisoner in prison, he has many other sentencing options, such as community service, educational workshops and drug rehabilitation. The probation inspector is the assistant of Judge Coburn, who wants to help the judge gain the trust of the community. The judge also faces troubles from journalist Louise Scanlon and criminal Jake Little, as well as his own unknown past. Can Judge Coburn defend his reputation from the collapse of the Public Justice Service Center, or can he never get rid of the entanglements of the past?
