Han Dujing, a criminal policeman in the eye of the typhoon (Zheng Yusheng), sandwiched between Mayor Park Chengpei (Huang Zhengmin) and the criminal police force that investigates him, does whatever it takes to survive. The biggest villain in the film, Mayor Park Sung-pei, does everything to pursue self-interest.
