Police officer Huang Wei (Liang Jiahui is acted the role of) is seconded to investigate a case involving police officer crime, in order to gather evidence, Huang Wei is in danger of going to prison. The prison under the warden of Huoshao Island (played by Ke Junxiong) is full of violence, injustice, and institutionalized prisoner fights. Huang Wei soon became acquainted with his roommate Xiao Zhu (played by Luo Zonghua) and Liu Shijie (played by Sammo Hung), who escaped from prison many times because of missing his son, and experienced the baptism of gang figure Da Lin (Gao Jie) in prison. Billiards player sledgehammer (Jackie Chan) is jailed for mistakenly killing the brother of gang brother Gangzhu (Liu Dehua), and Da Lin is ordered to take revenge on the sledgehammer, which is mediated by the prison eldest brother Gui (Wang Yu). Huang Wei, sledgehammer and other four people were absorbed into the "Qingfeng team" by the warden. In the process of carrying out the assassination mission, Huang Wei accidentally discovered the real culprit he had been pursuing for a long time.
