Ambassador Han (Tzi Ma) was stationed in the United States and oversaw the smuggling activities of the Zhongtao criminal group. He was resentful by his enemies for this. In the United States, Zhong Tao instructed his men to kidnap Ambassador Han's daughter, Su Yang (Julia Hsu), and extort a ransom of US$50 million. Hearing the news, the FBI launched a comprehensive investigation. Ambassador Han was worried about the efficiency of the United States and insisted on dispatching Inspector Li (Jackie Chan) from Hong Kong to assist. In order to prevent Lee from solving the case first, the FBI sent Los Angeles Police Department's troubled detective Carter (Chris Tucker), as Lee's partner.
